New York City Traffic Rules and Regulations

If you received a traffic ticket in New York City, you may notice that within the LAW box on the ticket it states “NYCTRR”. This is an acronym for New York City Traffic Rules and Regulations. The majority of traffic tickets issued in New York State and New York City are charged as violations of Vehicle & Traffic Law (“VTL”), not NYCTRR. New York City has an additional set of traffic rules organized in Chapter 4 of the NYCTRR. Almost all rules in the NYCTRR have a matching rule in the VTL. This means police officers have a choice of whether to charge motorists under the VTL or NYCTRR.
The points and fines associated with a violation of NYCTRR are always the same as the points and fines associated with the mirroring violation in the VTL. This means that for all practical purposes it does not matter if you are charged with the violation under the VTL or the NYCTRR. Common violations charged as violations of NYCTRR include:
- 4-02(c) Dangerous Driving
- 4-03(a)(1) Failed to Yield to Vehicle/Pedestrian
- 4-04(b) Failed to Yield to Pedestrian in Crosswalk
- 4-06(a)(1) Speeding
- 4-06(a)(2) Speeding Over Posted Limit

- 4-08(e)(5) Stop in Crosswalk NYC
- 4-12(a)(3) Failed to Present Document
- 4-14(a)(2) Commercial Vehicle on Parkway
- 4-15(h) Over 8000 Pounds on FDR Drive
