VTL 1111(d)3 is similar to VTL 1111-(d)1, which is the passing a red-light statute. Whereas (d)1 references a red-light, (d)3 references a red arrow. Put simply, if you make a turn that is prohibited by a red arrow, you can be charged with VTL 1111(d)3. Many such tickets are issued in New York City, which has a plethora of traffic lights with red arrows. If you plead guilty or are found guilty of this violation, you will get three points on your license. Within New York City the fine is $138. Outside of New York City, the fine is up the judge, with the maximum being $243.

Text of the Statute

Traffic, except pedestrians, facing a steady red arrow signal may not enter the intersection to make the movement indicated by such arrow and, unless entering the intersection to make such other movement as is permitted by other indications shown at the same time, shall stop at a clearly marked stop line, but if none, then shall stop before entering the crosswalk on the near side of the intersection, or in the event there is no crosswalk at the point nearest the intersecting roadway where the driver has a view of the approaching traffic on the intersecting roadway before entering the intersection and shall remain standing until an indication to proceed is shown.
